PAS 2035 & UK Retrofit Projects

Commitment to PAS 2035 Compliance

All External Wall Insulation (EWI) labourers engaged on UK retrofit projects must operate in accordance with PAS 2035:2019 and any subsequent amendments, alongside all relevant UK health, safety, and building regulations.

This compliance framework supports safe working practices, high-quality workmanship, and full alignment with TrustMark, ECO, SHDF, and other government-funded or regulated retrofit schemes.

Regulatory & Standards Compliance

EWI labourers must comply with the following UK legislation, standards, and frameworks where applicable:

  • PAS 2035: Retrofit of Dwellings

  • Building Regulations (England & Wales)

  • Health and Safety at Work etc. Act 1974

  • Construction (Design and Management) Regulations 2015 (CDM)

  • Working at Height Regulations 2005

  • Control of Asbestos Regulations 2012

  • COSHH Regulations 2002

  • TrustMark Framework Requirements

Labourers must follow all site-specific RAMS and instructions issued by the Principal Contractor or Retrofit Delivery Team.

Role Within the PAS 2035 Retrofit Process

EWI labourers form part of the wider Retrofit Delivery Team and must support compliance by:

  • Working under the instruction of competent supervisors and installers

  • Following details set out in the Retrofit Design, Method Statements, and manufacturer guidance

  • Ensuring work does not compromise the building fabric, fire safety, moisture control, or ventilation strategy

  • Cooperating with inspections, audits, and quality checks

Labourers must not deviate from approved designs or specifications.

Training, Competence & CSCS

All EWI labourers must be suitably trained and competent for the tasks undertaken. Requirements may include:

  • Valid CSCS card (or equivalent evidence of competence)

  • PAS 2035 awareness (role-appropriate)

  • Working at Height training

  • Manual Handling training

  • Asbestos Awareness

  • Fire Safety Awareness

  • System-specific EWI training, where required by manufacturers

Labourers working towards competence must be supervised at all times.

Health & Safety Requirements

EWI labourers must:

  • Attend site inductions and toolbox talks

  • Follow approved Risk Assessments and Method Statements (RAMS)

  • Use access equipment (scaffolding, MEWPs) safely and as instructed

  • Report defects, hazards, near misses, and incidents immediately

  • Stop work where conditions pose a risk to safety or compliance

Unsafe acts or non-compliance may result in immediate removal from site.

Personal Protective Equipment (PPE)

Mandatory PPE for EWI labourers includes:

  • Safety helmet

  • High-visibility clothing

  • Safety footwear

  • Gloves suitable for insulation materials and renders

  • Eye protection

  • Respiratory protective equipment (RPE), where required

PPE must comply with UK standards and be maintained in serviceable condition.

Quality Assurance & Workmanship

To meet PAS 2035 and TrustMark requirements, EWI labourers must:

  • Handle insulation boards, fixings, and materials correctly

  • Prevent damage, contamination, or moisture ingress

  • Maintain clean and orderly work areas

  • Follow sequencing instructions to protect thermal, fire, and moisture performance

  • Support site inspections, photographic records, and audits

Any work found to compromise quality or compliance may require removal and reinstatement.

Fire Safety & Building Fabric Protection

EWI labourers must be aware that retrofit works can impact fire safety and building performance. Labourers must:

  • Follow fire-related design details and cavity barrier locations

  • Avoid unauthorised penetrations or alterations

  • Report any defects in substrates, fire stopping, or detailing

  • Prevent damage to existing structure, services, and finishes

Environmental & Resident Considerations

EWI labourers must work in a manner that respects residents and the environment by:

  • Minimising noise, dust, and disruption

  • Keeping access routes safe and clear

  • Segregating waste in accordance with site procedures

  • Preventing pollution, spillages, and uncontrolled waste

Respectful conduct is essential on occupied properties.

Conduct, Behaviour & Site Rules

All labourers are expected to:

  • Act professionally and respectfully at all times

  • Comply with site rules and client requirements

  • Wear visible identification where required

  • Adhere to zero-tolerance policies on drugs and alcohol

Unacceptable behaviour may result in disciplinary action or removal from site.

Right to Work & Documentation

All EWI labourers must provide valid documentation upon request, including:

  • Proof of identity and Right to Work in the UK

  • CSCS card and training certificates

  • Any additional documentation required by the Principal Contractor or Retrofit Coordinator

Acknowledgement of Compliance

By working on PAS 2035 retrofit projects, External Wall Insulation labourers confirm that they:

  • Understand their role within the PAS 2035 framework

  • Will comply with all health, safety, quality, and environmental requirements

  • Will follow approved designs, RAMS, and manufacturer guidance

  • Accept responsibility for working safely and professionally
